BRICS Leaders Condemn Pahalgam Terror Attack, Call for Zero Tolerance Towards Terrorism

New Delhi, September 13: BRICS leaders have strongly condemned the April 22, 2025 terrorist attack in Pahalgam, Jammu and Kashmir, reaffirming their commitment to a policy of zero tolerance towards terrorism in all its forms. The condemnation came in the New Delhi Declaration, adopted unanimously by BRICS leaders on the opening day of the summit. The declaration asserted that all acts of terrorism are criminal and unjustifiable, irrespective of their motivation, origin or perpetrators. The BRICS leaders condemned in the strongest terms the terrorist attack in Jammu and Kashmir on April 22, 2025, in which 26 people were killed and several others injured. The declaration called for effective measures to prevent the cross-border movement of terrorists, curb terrorism financing and deny terrorists access to safe havens. BRICS members also reiterated the need to reject double standards in combating terrorism and called for coordinated action against all terrorists and terrorist organisations designated by the United Nations. The leaders reaffirmed that terrorism cannot be justified under any circumstances and stressed the importance of strengthening international cooperation to counter the threat. The declaration also expressed deep concern over the continued escalation of tensions in West Asia, urging all sides to exercise maximum restraint and refrain from actions that could further aggravate the situation. BRICS countries emphasised the importance of dialogue and diplomacy in addressing the crisis and said efforts would be intensified towards a long-term understanding aimed at achieving lasting peace, security and stability in the region. The leaders further stressed the need for coordinated efforts to ensure the smooth flow of global trade, supply chains and energy, in accordance with applicable international law. The BRICS bloc also voiced concern over ongoing conflicts in different parts of the world, as well as increasing polarisation and fragmentation in the international order, underscoring the need for greater international cooperation to address emerging global challenges.
