J&K ACB Files Chargesheet Against Former Scientist-C of PCC Srinagar in Trap Case


The Jammu and Kashmir Anti-Corruption Bureau has filed a chargesheet in FIR No. 02/2024, registered under Section 7 of the Prevention of Corruption Act, 1988, at Police Station ACB Srinagar. The chargesheet has been submitted before the Hon’ble Additional Special Judge, Anti-Corruption Court Srinagar, against Dr. Bilquees Ara Sidique, the then In-Charge Scientist-C, Pollution Control Committee (PCC) Srinagar, in a bribery case.

The FIR, lodged on 08-01-2024, stemmed from a written complaint alleging that the accused demanded a bribe of ₹20,000 for issuing a ‘Consent to Operate’ (CTO) for the complainant’s bakery unit at Industrial Estate Khunmoh. A trap was subsequently laid, during which the accused was caught red-handed while accepting ₹5,000 from the complainant. The tainted money was recovered on the spot, and chemical tests later confirmed the presence of phenolphthalein on her hands.

During the investigation, sufficient evidence was gathered establishing the commission of an offence under Section 7 of the Prevention of Corruption Act, 1988, by the accused public servant. Following the receipt of the required prosecution sanction from the Government, the chargesheet was formally presented before the court on 01 December 2025 for judicial consideration.

The matter has been listed for the next hearing on 12-02-2025.
