J&K Homestay Policy 2026 to Promote Tourism, Boost Local Entrepreneurship and Create Rural Livelihoods: Omar Abdullah

Srinagar, October 14: Chief Minister Omar Abdullah on Tuesday said the Jammu and Kashmir Homestay Policy, 2026, would promote sustainable tourism, encourage local entrepreneurship and generate new livelihood opportunities across the Union Territory. Following approval by the Council of Ministers chaired by the Chief Minister, the government has notified the policy to establish a simplified and supportive framework for expanding quality tourist accommodation, particularly in rural, border, heritage and emerging tourism destinations. The policy introduces a streamlined registration mechanism with Silver and Gold classifications based on facilities, hygiene and safety standards. It aims to enable local homeowners to accommodate tourists, showcase Jammu and Kashmir’s rich cultural heritage and hospitality, and generate sustainable household income through tourism. Eligible residential properties can also be registered as Bed and Breakfast (B&B) establishments, further expanding the region’s hospitality infrastructure and creating additional income opportunities for local families. Under the policy, provisional Silver registration will be granted within 28 days of submission of a complete application and will remain valid for six months. The policy also envisages financial assistance, including a 35 per cent subsidy under the Prime Minister’s Employment Generation Programme (PMEGP), subject to a maximum project funding support of ₹20 lakh. Eligible homestays will also be entitled to domestic utility tariff benefits in accordance with the applicable provisions. To encourage clean energy adoption, the policy facilitates access to solar subsidies under the PM Surya Ghar scheme. It also provides for access to low-cost credit through Jammu and Kashmir Bank, subject to the relevant schemes and guidelines. The Chief Minister said the initiative would help extend tourism beyond established destinations, strengthen local economies and ensure that the benefits of tourism reach communities across Jammu and Kashmir. The policy is expected to encourage greater community participation in the tourism sector, diversify accommodation options for visitors and create new avenues for entrepreneurship and economic growth, particularly in rural and less-explored areas of the Union Territory.
