SRINAGAR, July 17: ANB: In a significant move aimed at safeguarding the welfare of serving soldiers, the Lieutenant Governor of Jammu & Kashmir has approved the establishment of the Lieutenant Governor’s Sainik Sahayta Kendra (LGSSK)—a centralized institutional mechanism designed to address the civilian grievances of serving personnel from the Indian Armed Forces and Central Armed Police Forces.
Formally constituted under Government Order No. 933-JK(GAD) of 2025 dated July 17, 2025, the LGSSK will function as a dedicated Soldiers’ Assistance and Liaison Cell, offering a single-window platform for receiving, evaluating, and facilitating the resolution of grievances submitted by soldiers. The facility will cater both to those posted in the Union Territory and those hailing from J&K but serving elsewhere in the country.
To ensure effective and timely support, the Kendra will:
Coordinate appointments with relevant civil and police officials at the district level;
Track and follow up on pending cases;
Maintain a performance monitoring dashboard;
Submit quarterly progress reports to the Hon’ble Lieutenant Governor.
The Kendra will commence operations immediately from its offices in the Civil Secretariat at both Jammu and Srinagar.
To support the LGSSK, the Information Technology Department will deploy two trained officials each in Jammu and Srinagar to handle data entry, case tracking, documentation, and communications, equipped with the required hardware and infrastructure. Additionally, the Estates Department has been tasked with providing adequate office space at both locations.
For the operational execution of the initiative, the following officers have been assigned additional responsibilities:
Shri Prasanna Ramaswamy G, IAS, Secretary, Tribal Affairs Department
Shri Aflaq Ahmad, JKAS, Under Secretary, Revenue Department
Shri Abhimanyu Singh, JKAS, Manager-cum-Protocol Officer, Resident Commission, J&K Government, New Delhi
The establishment of the LGSSK reflects the UT Administration’s steadfast commitment to the dignity and welfare of its serving soldiers, ensuring a responsive, transparent, and structured grievance redressal mechanism that honors their service and sacrifice. ANB
