Jammu, December 27, 2025: Lieutenant Governor Manoj Sinha on Saturday laid the foundation stone for the construction of 320 houses for families whose homes were completely damaged due to recent flash floods and landslides in Reasi district. The project, to be executed at an estimated cost of Rs 32 crore, will be fully funded by the High-range Rural Development Society (HRDS India), with no financial burden on the government.
Addressing the gathering, the Lieutenant Governor said the initiative reflects the collective responsibility of society towards families affected by natural calamities and aims to ensure that no victimized household remains vulnerable or disadvantaged. He described the project as a new model of development, where the needy are supported through collaborative efforts without the use of public funds.
The housing project will provide modern, prefabricated three-bedroom ‘Smart Houses’, designed to be resilient, technologically advanced, and suitable for rural livelihoods. The houses are expected to be completed within six months and will include additional facilities such as cowsheds. HRDS India will also extend a comprehensive social security package to beneficiary families, including 15 years of free life insurance, annual health check-ups, and five years of house maintenance.
The Lieutenant Governor noted that houses are not merely physical structures but symbolize dignity, stability, and opportunities for growth. He reiterated his commitment to ensuring speedy and all-round development across the Union Territory, highlighting that over the past five years, physical, social, and digital infrastructure has been strengthened with a people-first approach.
He also outlined several development initiatives in Reasi district aimed at improving connectivity and quality of life. These include the proposed underground sewerage system for Katra town, finalization of the Katra Master Plan, and efforts toward establishing an inter-modal transport station.
The Lieutenant Governor lauded HRDS India and its President for their selfless contribution and also praised the Shri Mata Vaishno Devi Shrine Board for its role in relief, rehabilitation, and community welfare. He highlighted the Board’s initiatives in infrastructure development, cultural preservation, education, environmental sustainability, and support to local self-help groups and flood-affected communities.
Senior civil and police officials, public representatives, and members of social organizations were present at the foundation stone laying ceremony.
