Lieutenant Governor Chairs UT-Level Security Conference in Jammu, Calls for Coordinated Action to Dismantle Terror Ecosystem


Jammu, December 18, 2025: Lieutenant Governor Shri Manoj Sinha on Wednesday chaired a UT-level Security Conference at Lok Bhavan, Jammu, held on the lines of the annual DGPs/IGPs Conference. The meeting focused on strengthening a comprehensive security framework to counter emerging and existing threats in Jammu and Kashmir.

Addressing the conference, the Lieutenant Governor said that under the leadership of Prime Minister Shri Narendra Modi and Union Home Minister Shri Amit Shah, the UT-level security conference would serve as a key platform for deliberation and coordination, enabling a whole-of-government approach to effectively tackle terrorism in all its forms.

Referring to the DGPs/IGPs Conference held in Raipur earlier this year, the Lieutenant Governor noted that detailed deliberations were conducted on the theme ‘Viksit Bharat: Security Dimensions’, reflecting the Government of India’s commitment to modernising policing institutions to meet the challenges of a rapidly evolving security environment.

The Lieutenant Governor underscored the need for coordinated and decisive action against terrorists, their enablers and ideologues to dismantle the entire terror ecosystem and eliminate safe havens. He emphasised that the security gains achieved since 2019 must be protected.

“Every terrorist and their supporter operating in the valley, forests, hills or villages must be neutralised,” the Lieutenant Governor said.

He stated that over the past six years, the strengthening of the security grid and close coordination among the Jammu and Kashmir Police, the Army, intelligence agencies and Central Armed Police Forces (CAPFs) have resulted in a significant decline in terrorist incidents, the number of active terrorists and recruitment.

The Lieutenant Governor asserted that armed terrorists, their supporters, overground workers (OGWs) and elements intimidating common citizens should be dealt with firmly and without distinction. “They must be made to pay a heavy price for their actions,” he said.

Highlighting the changing nature of security challenges, the Lieutenant Governor said the threat landscape has undergone a profound transformation in recent years. He called for a shift from reactive to proactive security strategies, emphasising the use of advanced technologies, including artificial intelligence, to counter terrorism, terror financing, radicalisation and narco-terrorism.

The one-day UT-level security conference was attended by senior officials from the Jammu and Kashmir Police, intelligence agencies, civil administration and Central Armed Police Forces.
