ACB registers FIR against former ACR Jammu, four private beneficiaries

Jammu, September 15: The Anti-Corruption Bureau (ACB), J&K, has registered an FIR against Nisar Ahmad Shad, the then Assistant Commissioner (Revenue), Jammu, and four private beneficiaries in an alleged illegal land alienation case. FIR No. 12/2026 has been registered at Police Station ACB Central, Jammu, following the outcome of Preliminary Enquiry No. PE-JSK-17/2019. According to the ACB, the preliminary enquiry prima facie revealed that between May 23 and July 11, 2018, the then ACR Jammu allegedly abused his official position by granting nine permissions for alienation/transfer of land recorded as “Gair Mumkin Khad” at Chowadi and Deeli in Jammu. The permissions were allegedly issued in violation of applicable revenue laws, Government orders and directions of the High Court concerning “Gair Mumkin Khad” land. The enquiry further revealed that the permissions were shown to have been issued with the approval of the Deputy Commissioner, Jammu. However, verification from the office of the Deputy Commissioner reportedly found no corresponding approval, note sheet or formal delegation order on record. The FIR has been registered under Section 5(1)(d) read with Section 5(2) of the J&K Prevention of Corruption Act, Svt. 2006, and Sections 120-B, 467, 468 and 471 RPC. Further investigation in the case is in progress.
