The Hon’ble Lieutenant Governor of Ladakh, Shri Kavinder Gupta, today reaffirmed the Administration’s firm commitment to creating a self-reliant, inclusive, and economically empowered Ladakh, where every citizen has equal access to opportunities for growth, innovation, and entrepreneurship.
Speaking at the SIDCO Loan Distribution Ceremony organized by the Sindhu Infrastructure Development Corporation (SIDCO) at the Rural Development Department Hall, Agling, Leh, the Lt. Governor said that the vision of Atmanirbhar Ladakh can only be realized through inclusive development that actively involves women, youth, artisans, and marginalized communities.
> “Economic empowerment is the foundation of self-reliance. Every step we take today will shape Ladakh’s future as a model of sustainable development,” he remarked.
Addressing beneficiaries and entrepreneurs, Shri Gupta noted that the event marks a significant milestone in Ladakh’s journey toward financial inclusion and economic self-sufficiency. He appreciated SIDCO for successfully implementing several schemes that are helping people transition from dependency to entrepreneurship.
Highlighting the region’s economic progress, the Lt. Governor shared that over 13,600 MSME units have been established in Ladakh, generating employment for more than 50,000 people. Additionally, 147 industrial estate units are operational, providing new avenues for local manufacturing and small-scale industries. These achievements, he said, reflect the determination and enterprise of the people of Ladakh.
Commending SIDCO’s inclusive approach, the Lt. Governor praised the Corporation for promoting economic empowerment among weaker sections, Scheduled Tribes, Scheduled Castes, minorities, persons with disabilities, and sanitation workers.
He stated that SIDCO serves as “a bridge of opportunity”—ensuring that government schemes reach every deserving citizen.
The Lt. Governor highlighted notable SIDCO initiatives such as the ‘Virasat Scheme’ for traditional artisans, the Adivasi Mahila Sashaktikaran Yojana (AMSY) for empowering tribal women through self-employment, and the Educational Loan Scheme supporting students pursuing higher and technical education.
He informed that loans are being extended at concessional interest rates between 4% and 10%, making credit more accessible and encouraging entrepreneurship across Ladakh.
Shri Gupta further shared that during recent Project Implementation Committee meetings, 89 beneficiaries in Leh and 48 in Kargil were approved for loan disbursement, amounting to ₹16.17 crore—a testament to the Administration’s resolve to accelerate self-employment and entrepreneurship in both districts.
He also mentioned that 4,188 artisans from Ladakh have been registered under the Pradhan Mantri Vishwakarma Yojana, giving traditional craftsmanship new visibility and market opportunities. The ‘Brand Ladakh’ showrooms established in Leh and Delhi are now showcasing ‘Made in Ladakh’ products at the national level. Additionally, ₹1.19 crore has been provided as seed capital to Women Self-Help Groups (SHGs) to support their entrepreneurial ventures.
Addressing the youth, Shri Kavinder Gupta encouraged them to become job creators rather than job seekers, urging them to take full advantage of PMEGP, PM Vishwakarma Yojana, Start-Up India, and SIDCO’s loan programmes to establish innovative ventures that contribute to the local economy.
> “Ladakh’s youth possess the creativity, courage, and determination to define a new economic identity for the region,” he said.
Concluding his address, the Lt. Governor emphasized that the Administration’s vision extends beyond financial support — it is about ensuring dignity, opportunity, and empowerment for every citizen.
> “Each beneficiary must see this loan not merely as assistance, but as a responsibility — an opportunity to fulfill their dreams and contribute to Ladakh’s progress. Together, we can build a strong, self-reliant, and prosperous Ladakh,” he stated.
Earlier, Shri Bhupesh Chaudhary, IAS, Secretary and Managing Director of SIDCO, delivered the inaugural address, highlighting SIDCO’s journey since its establishment in 2021 and its vital role in facilitating loans and fostering entrepreneurship in Ladakh.
The ceremony concluded with a vote of thanks by Shri Sonam Norboo, JKAS, Senior Managing Director of SIDCO, who expressed gratitude to the Hon’ble Lt. Governor and all dignitaries for their support in making the event a success.
The event was attended by Secretary Higher Education, Smt. Bhanu Prabha (IAS); Deputy Commissioner Leh, Shri Romil Singh Donk (IAS); senior officials of SIDCO and officers of the Administration.
